Just a few years ago, the Montenegro Citizenship by Investment* program was launched in Montenegro. To obtain a Montenegrin passport, you only need to make a non-refundable contribution to the government fund and acquire a share in the agreed real estate project (hotel or resort complex).

At the same time, investors do not have to take exams on the knowledge of the Montenegrin language or the history of the country and are not required to permanently reside in Montenegro.

Benefits of Montenegrin citizenship

  • The Montenegrin passport opens up the opportunity to travel to 123 countries without visas, including the Schengen countries, Singapore and the UAE.
  • Tax benefits. The personal income tax in Montenegro is 9%.
  • Moving to Montenegro. A Montenegrin passport allows you to enter the country at any time, even with closed borders, and gives you the opportunity to stay in the country for an unlimited time.
  • Opportunity to obtain an E-2 business visa in the United States. This visa allows you to live and work in the United States, provided that you create or buy a business in the United States. Typically, a business is invested from 100 thousand dollars. This type of visa is not available to Russians in principle (it is only possible to obtain an EB-5 visa for investments from 500 thousand dollars).

Who can become a citizen of Montenegro

  • Investor with legal income. Conditions: age 18+, no criminal record, passing a due diligence check.
  • Spouse or husband of the investor or civil partner. Also same-sex couples.
  • Children under 18.
  • Children over 18 who are financially dependent on the investor.

Conditions for investing in real estate for citizenship

1. Non-refundable contribution to the state fund of Montenegro in the amount of 200 thousand euros.

2. Acquisition of a share in a real estate project approved by the government of the country for participation in the program. From 250 thousand euros if the object (hotel or resort complex) is located in the northern or central part of Montenegro or from 450 thousand euros if the object is located in the capital or in the coastal zone.

3. Due diligence requires the investor to have 7,000 euros if he is one or 10,000 euros if he has a spouse and no more than two children. If the family consists of five or more people, 1,500 euros must be added for the fifth member and each subsequent one.

4. The administrative fee is 15 thousand euros for the investor, 10 thousand euros for the spouse, 10 thousand euros for the third and 10 thousand euros for the fourth family member. Starting with the fifth family member, you must add 50 thousand euros.
