Conditions for the acquisition of land and construction in Montenegro

For investors and developers who are going to build objects in Montenegro, the procedure is following :

1. Any foreigner can buy a plot up to 5,000 m2 as an individual. For plots over 5,000 m2, it is necessary to open a company and make a purchase for it.

Terms and cost of opening a company: 7-10 working days plus opening a bank account. The cost of opening a company is 300-500 euros. Accounting services usually cost 150-300 euros per month, depending on the volume of work of the accountant and the volume of work of the firm itself.

2. For foreigners, the same procedure for buying a land plot as for locals. First, you need to get the so-called UTC (urban technical conditions) on the ground, that is, the building index and all the parameters that will be used for construction (this is the total building area, the building spot, and the number of floors).

Next, a conceptual design is made with a local architect (he must take into account the UTC), which is transferred to the municipality for approval. If the project is approved and there are no comments (for example, in the Bay of Kotor there may be requirements for a stone facade), then a general project is made with the notification of the inspection about the start of construction work.

3. UTCs vary by region. There are also so-called communals - this is a state fee that is paid per square meter of the net area of ​​​​the object being built - the indicator of which depends on the specific region and distance / proximity to the sea.

4. It is advisable to choose sites where there are already data from the UTC municipality, since their receipt is given on request and with a fee of 50 euros with a wait of one to several months.

5. The preparation of all permits for the start of construction can take from six months to a year, sometimes it takes up to a year and a half, if we are talking about special areas, such as Kotor (protected by UNESCO).
